Documentation For Commercial and Non-Commercial Operations
Different aircraft operators require different types and levels of manuals. The requirements for both commercial and non-commercial operators are mandated by the aviation regulator. Flightworx has experience with the documentation requirement in the UK, Europe, and the USA, as well as in several other jurisdictions such as the Isle of Man, Guernsey, and Aruba.
Non-commercial operators require much less documentation – including a single operating manual, minimum equipment list (MEL), and an Electronic Flight Bag Manual. Commercial operators (with an AOC) need much more – including more comprehensive operating manuals, a Management System Manual, and Emergency Response Plan (ERP).
Experience With all Types of Manuals

The most important manuals for commercial operators include:
Operations Manual. The operations manual is a key set of documents that contains all necessary instructions, information, and procedures for all aircraft operated and for operations personnel to perform their duties. This includes both aircraft operation (flight planning, ground handling, passengers operations, and security) and the operator’s organisation (including company structure, staff hierarchy and roles, and risk and safety policies).
The operations manual is generally structured into four parts:
- OM-A looks at organisational issues, flight crew, and operational personnel.
- OM-B covers operating procedures for aircraft, with separate manuals for each aircraft type.
- OM-C is for route and airport information.
- OM-D is a training manual. It covers training procedures for flight crew and operational personnel.
Minimum Equipment List (MEL). This is needed by all operators, and details (for each aircraft type) the equipment that must be operative for flight. An aircraft cannot be operated it if does not comply with the MEL. Master lists are available for each aircraft type, but operators must create a specific manual for their aircraft.
Management System Manual (MSM). This is an important manual that covers all the policies and procedures related to safe operations.
Emergency Response Plan (ERP). The ERP describes operational plans, actions, and roles that would be put in effect as a response to specific disruptions or emergency situations.
Electronic Flight Bag Manual. It described how the electronic flight bag should be used before and during a flight, appropriate policies, and risk assessments.
Continuing Airworthiness Maintenance Exposition (CAME) Manual. This manual should describe how an operator manages aircraft maintenance. This includes maintenance plans, schedules, and parties involved.
